2 different services, USPS and UPS. The shipper probably has a nice deal with UPS, so the discount is reflected. Also, the real shipping times are probably equal — USPS sandbags their estimates. Another customer's ground shipment might be 5-6 days, but their USPS would be 3-4 days. It would make sense for them.

My guess:

For $9.99 it’ll be shipped USPS and the “1-2 business days” doesn’t start until USPS has it in their system, so more like 4-5 business days

For $29.99 it’ll be shipped UPS or FedEx who actually have a proper tracking system for packages and delivery them to your door rather than trying to fold them in half so they can fit in your mailbox.

Looking at Rock Auto’s site, I’m guessing they don’t spend a lot from programmers who could have it automatically remove bad options. Even if they did, I’m not sure you’d want to, as if you don’t explicitly show it, I’m sure some customers would be angry about them not offering the “cheaper” priority mail option.

That said, Priority Mail is supposed to be 1-3 days anywhere in the lower 48 (and those three day regions are really only rural locations far from any city).

USPS “retail ground” vs usps “priority mail” two different service provided by the post office. Retailers are able to negotiate rates with the post office based on volume.
